The following information is an update to the incident that occurred on December 1, 2011 on Regan Hill Road in Warren Township, Bradford County Pennsylvania, approximately 1.5 miles from Talisman’s Strope well site.
Upon notification of the spill, Talisman Energy USA initiated standard and precautionary measures by activating an emergency response team while Talisman investigated whether the spilled materials originated from their drilling site. Talisman immediately secured the spill site and notified the Bradford County Emergency Management Office, the PA Department of Environmental Protection (DEP), the PA Game Commission, and the PA State Police.
According to the PA State Police, they examined the spill location and then visited the Strope well site, where they questioned Mr. Josh Foster, an employee of a company hired by Talisman who was the alleged driver of the truck involved in the spill. Mr. Foster admitted to dumping the materials on Regan Hill Road. Mr. Foster was then charged with “scattering rubbish” as a Misdemeanor-Full under Pennsylvania law and the truck was impounded for evidence. The incident remains under criminal investigation by the PA State Police and Mr. Foster is awaiting a preliminary hearing. Talisman continues to cooperate with the PA State Police during their investigation.
Talisman expected that our contractor would comply with the law and handle the materials properly. Talisman did not authorize the contractor’s unlawful action and we do not condone any such non-compliance with the law and regulations. This contractor and this individual will no longer be permitted to work for Talisman in any capacity. Talisman regrets that this individual’s actions caused this incident and any impact on the community, our neighbors and the responding government agencies.
After securing approval from the PA DEP and the State Police, Talisman conducted clean-up activities and removed the spill materials for proper disposal. Talisman and the PA DEP conducted soil testing and Talisman will continue to cooperate with the DEP to ensure that the site is properly remediated.
